The Town of South Hill Department of Public Works is responsible for the day-to-day maintenance and essential services that keep our community safe, clean, and functioning efficiently. Our team oversees garbage collection, street maintenance, water and sewer operations, snow removal, recycling, and upkeep of Town-owned vehicles and equipment.


Water Services

The Town of South Hill purchases its water wholesale from the Roanoke River Service Authority, which operates a state-of-the-art water plant at Lake Gaston. The Authority began operations in September 2002 and provides the Town with an average of 1.5 million gallons of water per day, with a maximum capacity of 4.0 million gallons. South Hill also maintains 2.5 million gallons of overhead storage capacity to ensure reliable service.

In-Town Water Rates (per 1,000 gallons of consumption):

  • Up to 3,000 gallons: $7.58 + $2.50 service charge

  • 3,001 to 10,000 gallons: $7.58 + $3.00 service charge

  • 10,001 to 50,000 gallons: $7.17 + $7.00 service charge

  • 50,001 to 100,000 gallons: $5.96 + $75.00 service charge

  • Over 100,000 gallons: $5.96 + $75.00 service charge

Connection Fees:

  • Water Connection Fee (In Town): $2,000

  • Sewer Connection Fee (In Town): $3,000

  • Irrigation Meter: $2,000

  • Out-of-Town Water Rates: 2x In-Town Rates

Irrigation Systems:
Irrigation water is considered a contaminant and must be properly safeguarded. Residents with irrigation systems are required to install a backflow prevention assembly with a separate meter. A plumbing permit is required, and the device must be tested upon installation and annually by a licensed tester, in accordance with Town ordinance.


Wastewater Treatment (Sewage)

The Town treats approximately 900,000 gallons of sewage per day, with a maximum treatment capacity of 3.0 million gallons per day (tertiary treatment).

Sewer Rates:

  • Sewer rates are 110% of the water rate.

  • Minimum residential bill: $5.25

  • Minimum commercial bill: $53.00

Sewer Care Tips: To help prevent sewer backups and overflows, residents are asked not to:

  • Pour fats, oils, or grease down drains

  • Use toilets as wastebuckets

  • Dispose of food scraps in the sewer system


Waste Collection & Recycling

Garbage collection and recycling services are provided by GLF Environmental Inc. for residential and small commercial customers.

  • Garbage collection: weekly curbside pickup

  • Recycling service: every other week

  • Fees: $15/month for residential, $25.45/month for small commercial customers

  • Carts are provided and must be placed at the curb by 6:00 AM on your collection day

  • Service is affected only on Thanksgiving, Christmas, and New Year’s Day

Additional services:

  • Grass, brush, and leaves: collected seasonally by the Town

  • Bulky items: such as furniture collected by request; pickup on the third Wednesday of the month (call Town Hall at (434) 447-3191)

  • Solid waste disposal: Mecklenburg County Landfill accepts non-hazardous industrial waste


Street Maintenance & Snow Removal

The Public Works Department maintains all streets within Town limits and provides snow removal during winter weather to ensure safe travel for residents and visitors.


Fleet Maintenance

The Fleet Maintenance Division services and repairs all Town-owned vehicles and equipment. This includes police cars, fire and emergency vehicles, public works trucks, and other departmental equipment. The team’s work ensures safe, reliable operations across all Town services while minimizing downtime and extending the life of the fleet.
