The Code Compliance Department plays a central role in supporting South Hill’s growth, safety, and economic vitality. The department ensures that construction, development, and land use within the Town comply with state codes and local ordinances, while maintaining a business-friendly approach that encourages investment and redevelopment.
The Code Compliance Official, supported by Code Compliance staff, is responsible for duties traditionally managed by both the Building Official and the Zoning Code Official. This office enforces the Virginia Uniform Statewide Building Code (USBC), including provisions for electrical, mechanical, and plumbing systems, as well as the South Hill Zoning Ordinance and related land-use regulations.
Key responsibilities include:
Reviewing applications and issuing building permits for new construction, alterations, and renovations
Conducting inspections throughout projects to ensure compliance with state and local standards
Reviewing and issuing zoning permits for residential, commercial, and industrial properties
Administering business licenses for local operations
Processing special exception permits and zoning variance permits
Monitoring compliance to safeguard community standards and property values
The Code Compliance Office also works closely with the Planning Commission, the Board of Zoning Appeals, and the Board of Building Code Appeals to ensure land use and development decisions align with the Town’s Comprehensive Plan.
